Community Integrated Services (CIS) is an Ohio company structured to hold multiple sub-corporations in the areas of health/wellness, technology, and land development. Each corporation is designed to offer a healthy return on investments for it's members. CIS is a subsidiary of Northeast Ohio Neighborhood Health Services, Inc. (NEON) and managed by Business Development Concepts, LLC. (BDC LLC).

Willie Austin is the President and Chief Executive Officer at Northeast Ohio Neighborhood Health Services, Inc. (NEON). He has served in this capacity since March 2003. His former position with NEON was Vice-President, Chief Operating Officer. Mr. Austin's professional experience includes over 40 years of progressive management experience in health care at NEON, plus many more in business, finance, and other related fields, including real estate management, securities investment, mortgage, insurance and construction of health facilities.
Mr. Austin also is a Certified Administrator in Physician Practice Management (CAPPM) from the American Academy of Medical Management. As a faithful member of his church, he has completed undergraduate work in Bible Study at Moody Bible College in Chicago and is currently enrolled in their masters program.
He is a member of Alpha Phi Alpha Fraternity, serves as a member of the Board of Directors for Ohio Primary Care Association and Consumer Protection Agency as well as the Policies & Issues Committee of the National Association of Community Health Centers.
Mr. Austin did his Graduate Work in Health Care Administration at the University of Minnesota. He received his Bachelor of Arts in Economics from Oberlin College. He has also completed business management coursework and seminars from numerous educational institutions including Case Western Reserve, Cleveland State University, Michigan State University, and an Executive Health Care Program from UCLA Graduate School of Management.
Arthur Fayne is Principal of Business Development Concepts, Inc., and Managing Director of CIS. Arthur has over 32 years of experience in social, economic and community development. As Principal of Business Development Concepts, Arthur is responsible for managing and directing an investment portfolio of more than $100 million in real estate development projects with a special emphasis with health and wellness domains in urban markets both domestically and abroad. Arthur is also the Founder and President of 4K Programs, a nonprofit organization dedicated to improving the social and economic vibrancy of major cities and their surrounding areas. Originally conceived in 1998 and organized as a 501(C) 3 in 2007, 4K’s mission is to assist individuals, families and communities by providing customized programs that holistically enhance the mind, body, and spirit. Prior to launching 4K, Arthur served as Director of the City of Cleveland Thurgood Marshall Recreational Center and the Hough Community Council. Under Arthur’s leadership, these two organizations became a vital part of the $4.4 billion development and resurgence of Hough. Arthur also served as executive director of the UAW Ford Motor Company’s Family Service and Learning Center, where he successfully launched six family service centers in various plants throughout Ohio, including $12 million, stateof-the-art facility in Middleburg Heights.
Arthur received a Bachelor of Arts degree in Psychology from Theil College in Greenville, PA. While attending Thiel, Arthur served as President of the Organization of Black Collegians, Social Chairman of Lambda Chi Alpha Fraternity, Inc., and Captain of the Thiel College Basketball Team. Upon graduation, Arthur played semi-professional basketball in Taipei, Taiwan. Arthur is married, has four sons and two grandchildren.
Lou Karnezis, has over 20 years of diverse experience in business and corporate matters, and real estate development.
In addition to CIS, Mr. Karnezis is an advanced business and corporate planning attorney focused on structuring complex estate plans and handling related business structures and tax planning issues for affluent families, family businesses and family offices. Such planning often involves the interplay of income tax, estate tax, executive benefits, and financial matters. In this regard, Mr. Karnezis is particularly experienced in dealing with business owners, directors, executives, professional athletes, celebrities and family offices. He has extensive experience in the analysis, design and implementation of domestic and international business planning, asset protection planning, financial and estate planning, and advanced tax planning strategies. Mr. Karnezis’ experience includes lecturing both domestically and internationally on such business, asset protection and estate planning issues at business and family office educational conferences.
He has helped businesses with capital structure issues, including private placement offerings of securities, venture capital investments, private equity transactions, debt offerings, joint ventures, mergers and acquisitions, and other finance transactions. He has advised businesses with routine business transactions including employment contracts, consulting agreements, nondisclosure agreements, vendor contracts, trademark matters, and other business contracts affecting an organization. He has worked with several franchise-based organizations in the development of franchise locations in the restaurant and retail markets, as well as master franchise agreements.
He has also worked closely with developers of new and developing franchise businesses assisting them with area development agreements, franchise disclosure documents, and other contracts. His real estate experience includes both commercial and residential transactions. He has helped businesses with their commercial leasing and purchase and sale transactions of industrial, retail, office, and warehouse space. He has represented developers in the development of large master-planned communities, such as resort development projects that include hotels, condominiums, single-family home sites, and other amenities.
Douglas Peck, Managing Member, Dream City LLC, has over 25 years of progressively responsible experience in public management and management consulting. As a management consultant, Peck has served as Project Manager for several projects ranging from operations reviews in Washington, D.C, Camden, New Jersey, West Palm Beach and Palm Beach County, Florida to interim executive management in Washington, D.C and strategic planning in Plainfield, New Jersey. Prior to public management consulting, Peck served as Director of Operations and Management Review, Director of the Office of Equal Opportunity, Principal Analyst, Office of Budget and Management and Special Assistant to the County Administrator for the Cuyahoga County Commissioners. Peck provided budget and management and construction monitoring for the Gateway Project, Jail II Project, and the restoration of the Cuyahoga County Courthouse. Prior to working with the Board of Commissioners, Peck served as Special Assistant to the Director for the District of Columbia Department of Human Services and was responsible for the build out of 150,000 square ft. of mixed office (government) and retail (super market) in Washington, D.C.
Peck earned a Bachelor of Urban Planning and Design from the University of Cincinnati, and a Master of Public Administration from Baruch College, City University of New York.
As the founder of WANIX Architects, Ms. Xin Wan provides the best architectural services to the clients and community. Ms. Wan has 20+ years of experience in the architectural design field. Her design portfolios span from the U.S. to Canada and China. Prior to establishing WANIX Architects, Ms. Wan was the leading designer at Richard L. Bowen and Associates. Her talent and strong
professional background have led to the creation of award-winning commercial, residential and retail design projects. Before moving to the U.S., Ms. Wan worked in Toronto, Canada as an architectural designer for two renowned award-winning firms including Moffat Kinoshita and Associates, and Forrec Inc. Ms. Wan also worked as a designer for Land Art Design Landscape Architecture Inc. Ms. Wan began her architectural career in China in 1989 after college graduation. She worked in China for 10 years and obtained a first class registered architect license. She has been the project architect for many large scale residential, commercial, and institutional projects, including the 5-star Shangrila Hotel in Dalian, China. Ms. Wan is a registered architect in Ohio since 2005. She received her LEED AP certification in 2004. Her strong interests include sustainability in building design, green community design and neighborhood planning.
Xin Wan earned a Bachelors Degree in Architecture from Kent State University.
August Fluker has spent the last 25 years ensuring that designs become beautiful and well functioning buildings. His clear and forthright approach to project management has earned the admiration and respect of clients, consultants and various building departments. His experience and project involvement extends from large complex institutional projects to intimate urban infill buildings. He has garnered the technical knowledge and creative ability to confidently lead the project team while encouraging successful collaboration. He has also earned respect and credibility from multiple government entities, including state-level review boards and authorities. August's knowledge of building codes and other technical documents has earned him the reputation of a "go-to guy" when applying for variances, historic tax credits and building permits. In addition to communicating his knowledge outside of the office, he is responsible for project quality control and has been instrumental in developing and maintaining staff procedures and protocols for all projects.
An avid civic volunteer, August has served on the boards of Greater Cleveland Habitat for Humanity and the Partnership for a Safer Cleveland for years because of their focus on strengthening the urban core through providing opportunities for families. He has also presented at many conferences, leading discussions on housing equity issues, construction advancements and community engagement processes.
August is committed to actively contributing to the continued vibrancy of Cleveland through both his personal and professional endeavors. He and his family reside in the city where they enjoy the perks of a walkable urban neighborhood.
August earned a Bachelors Degree in Architecture from Miami University (1985).
Leo (Liang) Chen has more than 14 years of diversified experience in sales, management and finance across United States and China. Leo Chen joined Business Development Concepts (BDC) in 2017 as Director, International Relations. Before joining BDC, he worked for a German Investment Consulting firm in Shanghai China as Managing Director.
Leo Chen has been leading and involved in multiple international Merge and Acquisition deals across China, Europe and United States in last 6 years while he was serving as Managing Director of Droege Group China, a subsidiary of Droege Group Germany. Through all these years of investment consulting experience, Mr. Chen is well armed to contribute to BDC’s future growth.
Mr. Chen earned an MBA in Finance and Strategy from Simon School of Business, University of Rochester at 2009. He also earned a bachelor and master degrees in engineering from China.
Glenn Thompson joined Business Development Concepts (BDC) in June, 2016. He is responsible for providing financial leadership to all facets of CIS/BDC operations. Glenn is an accomplished senior financial executive with over 25 years of financial management experience spanning industry roles in public accounting, manufacturing, financial services, consulting, and entrepreneurship.
Prior to joining BDC, Glenn was employed by KeyBank as Senior Vice President and Senior Director of Operational Risk, leading a team of Operational Risk Officers who provided independent operational risk management support to several lines of bank operations.
Glenn earned an MBA from Northwestern University’s Kellogg Graduate School of Management, and a BBA from Cleveland State University, majoring in Accounting. He is also a Certified Public Accountant.
